The phone barrier

I need to call my nephew to tell him that we're ready to go tour Pula, but I can't seem to dial his Italian cell number from my American cell number. I've searched the internet for hints, none of which are working.

Right now it's 9:54 AM and I started the process at about 9:20. I told Deborah that by the time I figured it out, they'd be knocking on the door of our hotel room. That should happen any minute.
